商务部等17部门关于加强县域商业体系建设促进农村消费的意见

各省(sheng)、自治(zhi)区、直辖(xia)市人民政(zheng)府(fu),新疆生(sheng)产(chan)建(jian)设兵团:

建设(she)县(xian)域商(shang)业体系(xi)是(shi)全面(mian)推(tui)进乡(xiang)村振兴、推(tui)动(dong)城乡(xiang)融合发(fa)展的重要(yao)内(nei)容(rong),是(shi)畅(chang)通国内(nei)大循环(huan)、全面(mian)促进农村消(xiao)费(fei)的必然(ran)选择(ze),是(shi)落实以人民(min)为(wei)中心发(fa)展思想、满足人民(min)对美(mei)好生活向(xiang)往(wang)的客(ke)观要(yao)求。近年(nian)来,我国县(xian)域商(shang)业发(fa)展迅速,在脱贫攻坚和乡(xiang)村振兴中发(fa)挥了积极作(zuo)用。但(dan)总(zong)的看,县(xian)域商(shang)业发(fa)展依(yi)然(ran)滞后,商(shang)品和服务(wu)供给不足,与构建新发(fa)展格局要(yao)求还存在差距(ju)。为(wei)加强县(xian)域商(shang)业体系(xi)建设(she),推(tui)动(dong)农村消(xiao)费(fei)提质扩(kuo)容(rong),经国务(wu)院同意,现提出(chu)以下意见。

一、总体要(yao)求

(一)指(zhi)导(dao)思想(xiang)(xiang)。以习近平新时代中(zhong)国(guo)特色社会主义思想(xiang)(xiang)为指(zhi)导(dao),深入贯彻党的十九大和十九届二中(zhong)、三中(zhong)、四中(zhong)、五中(zhong)全会精(jing)神,认真(zhen)落实党中(zhong)央、国(guo)务(wu)院决策部署,立足新发展(zhan)阶段(duan),贯彻新发展(zhan)理念,构建新发展(zhan)格局,充分发挥(hui)市场在资源配置(zhi)中(zhong)的决定(ding)性作用(yong),更好发挥(hui)政府(fu)作用(yong),分层分类(lei),因(yin)地制(zhi)宜(yi),实事求(qiu)是,以渠(qu)道(dao)下(xia)(xia)沉和农产品(pin)上行为主线,推(tui)动(dong)(dong)资源要素向农村(cun)市场倾斜,完(wan)善农产品(pin)现代流通(tong)体系,畅(chang)通(tong)工业(ye)品(pin)下(xia)(xia)乡和农产品(pin)进城双向流通(tong)渠(qu)道(dao),推(tui)动(dong)(dong)县域商(shang)业(ye)高质(zhi)量发展(zhan),实现农民增收与消费提质(zhi)良(liang)性循环。

(二)发(fa)展目标。“十(shi)四五(wu)”时期(qi),实(shi)施“县(xian)域商业(ye)建设(she)行(xing)动”,建立完(wan)善县(xian)域统筹、以(yi)县(xian)城(cheng)为(wei)中(zhong)心(xin)、乡(xiang)镇为(wei)重点、村(cun)(cun)为(wei)基础的农村(cun)(cun)商业(ye)体系。到2025年,在具备条件的地区,基本(ben)实(shi)现县(xian)县(xian)有(you)连锁商超和物(wu)流配送中(zhong)心(xin)、乡(xiang)镇有(you)商贸中(zhong)心(xin)、村(cun)(cun)村(cun)(cun)通快递,年均新增农村(cun)(cun)网商(店)100万家,培育30个国家级农产(chan)品产(chan)地专(zhuan)业(ye)市(shi)场,经营(ying)农产(chan)品的公益性市(shi)场地市(shi)级覆盖率从40%提高到60%。

二、健全农村流通网络

(一)完善县(xian)城商(shang)业(ye)(ye)设施(shi)。把县(xian)域作为统(tong)筹(chou)农村(cun)商(shang)业(ye)(ye)发展的(de)重要切(qie)入点,强化县(xian)城综合(he)(he)商(shang)业(ye)(ye)服(fu)务能力,推动(dong)县(xian)乡村(cun)商(shang)业(ye)(ye)联(lian)动(dong)。改造提升县(xian)城综合(he)(he)商(shang)贸服(fu)务中(zhong)心和(he)物流配送中(zhong)心。鼓励(li)城市大型流通企业(ye)(ye)拓(tuo)展农村(cun)市场,共(gong)建共(gong)享仓(cang)储(chu)等设备设施(shi),示范带动(dong)中(zhong)小企业(ye)(ye)发展。(商(shang)务部、各(ge)省级人民政府等负责)

(二(er))建(jian)设(she)乡镇(zhen)商贸中(zhong)心。鼓(gu)励企(qi)业通过自建(jian)、合(he)作等方式,建(jian)设(she)改(gai)(gai)造(zao)一批乡镇(zhen)商贸中(zhong)心,推动购物、娱乐、休闲等业态融(rong)合(he),改(gai)(gai)善(shan)乡镇(zhen)消费环境。引导乡镇(zhen)商贸中(zhong)心向周边农村拓(tuo)展服务,满足农民(min)消费升级(ji)(ji)需(xu)求。(商务部(bu)、住房城乡建(jian)设(she)部(bu)、各(ge)省级(ji)(ji)人民(min)政(zheng)府等负责)

(三(san))改(gai)(gai)造(zao)农村(cun)(cun)传统商(shang)业网(wang)点(dian)。鼓励商(shang)贸流通企(qi)业输(shu)出管理和服务(wu),通过技术赋能(neng)、特许经营、供应链整合(he)(he)等(deng)方式,改(gai)(gai)造(zao)夫妻店等(deng)传统网(wang)点(dian),发(fa)展新型乡村(cun)(cun)便(bian)利(li)(li)店。丰富村(cun)(cun)级店快递(di)收发(fa)、农产(chan)品经纪等(deng)服务(wu),满足农民便(bian)利(li)(li)消费、就近销售需(xu)求(qiu)。支持(chi)邮(you)政企(qi)业建设村(cun)(cun)级邮(you)政综(zong)合(he)(he)服务(wu)站(zhan)(zhan)点(dian),支持(chi)符合(he)(he)条件的农村(cun)(cun)加油(you)点(dian)升(sheng)级改(gai)(gai)造(zao)为加油(you)站(zhan)(zhan)。(商(shang)务(wu)部、邮(you)政局(ju)、中华全国供销合(he)(he)作(zuo)总社、中国邮(you)政集团有限公司等(deng)按(an)职责分工负责)

三、加(jia)强市(shi)场主体培育

(四)支(zhi)持(chi)企(qi)(qi)(qi)(qi)业(ye)(ye)数字化(hua)(hua)、连锁(suo)(suo)化(hua)(hua)转型(xing)。培育(yu)县(xian)域重点商(shang)贸流(liu)通(tong)(tong)(tong)企(qi)(qi)(qi)(qi)业(ye)(ye),引(yin)导企(qi)(qi)(qi)(qi)业(ye)(ye)通(tong)(tong)(tong)过(guo)组织创新、资源整合做强做大(da)。引(yin)导供(gong)销、邮政、快递和农(nong)村传(chuan)统商(shang)贸流(liu)通(tong)(tong)(tong)企(qi)(qi)(qi)(qi)业(ye)(ye)运用5G、大(da)数据、人工智能(neng)等(deng)(deng)技术,强化(hua)(hua)数据驱动,推动产品创新数字化(hua)(hua)、运营管理智能(neng)化(hua)(hua)、为农(nong)服(fu)务精准化(hua)(hua),加(jia)快转型(xing)升级。支(zhi)持(chi)发展直营连锁(suo)(suo)、加(jia)盟连锁(suo)(suo)等(deng)(deng)经(jing)营模式,鼓励品牌连锁(suo)(suo)流(liu)通(tong)(tong)(tong)企(qi)(qi)(qi)(qi)业(ye)(ye)通(tong)(tong)(tong)过(guo)连锁(suo)(suo)或股权加(jia)盟,促(cu)进县(xian)乡村商(shang)业(ye)(ye)网络连锁(suo)(suo)化(hua)(hua)。(商(shang)务部、工业(ye)(ye)和信息化(hua)(hua)部、邮政局、中(zhong)华全国供(gong)销合作总(zong)社、中(zhong)国邮政集(ji)团有限公司(si)等(deng)(deng)按职责(ze)分工负责(ze))

(五)培育农村(cun)(cun)新型(xing)商(shang)(shang)业(ye)(ye)带(dai)头人。鼓励各(ge)地开展新型(xing)商(shang)(shang)业(ye)(ye)带(dai)头人培育计划(hua)。举办创(chuang)业(ye)(ye)创(chuang)新和技能大赛,挖掘农村(cun)(cun)商(shang)(shang)业(ye)(ye)人才(cai)。利用县级电子(zi)(zi)商(shang)(shang)务公共服务中(zhong)心(xin)、师资团队等(deng)县域资源开展品(pin)牌(pai)设计、市(shi)场营销、电商(shang)(shang)应用等(deng)专业(ye)(ye)培训,强化实(shi)操技能,提(ti)高就业(ye)(ye)转(zhuan)化率。引入县域外智(zhi)力、人力资源,加强跨区域人员交(jiao)流学习,提(ti)升对(dui)返乡农民工、大学生、退(tui)役军人等(deng)的就业(ye)(ye)创(chuang)业(ye)(ye)服务水平。依托国家电子(zi)(zi)商(shang)(shang)务示范基地、全国电子(zi)(zi)商(shang)(shang)务公共服务平台,加快(kuai)建立农村(cun)(cun)电商(shang)(shang)人才(cai)培养(yang)载体(ti)和师资、标准、认证体(ti)系。推(tui)广农村(cun)(cun)商(shang)(shang)业(ye)(ye)网络公开课,共享培训资源。(商(shang)(shang)务部(bu)、农业(ye)(ye)农村(cun)(cun)部(bu)、教育部(bu)、人力资源社会(hui)保障(zhang)部(bu)、退(tui)役军人部(bu)、全国妇联(lian)、中(zhong)华全国总(zong)工会(hui)、共青团中(zhong)央等(deng)按职责分工负责)

(六)壮大(da)(da)新型农(nong)(nong)(nong)(nong)业经(jing)营(ying)主(zhu)体。实(shi)施家庭农(nong)(nong)(nong)(nong)场(chang)培(pei)育计划,把规(gui)(gui)模经(jing)营(ying)户培(pei)育成有活(huo)力的家庭农(nong)(nong)(nong)(nong)场(chang)。扎实(shi)开展农(nong)(nong)(nong)(nong)民合(he)作社(she)(she)规(gui)(gui)范提升(sheng)行(xing)动(dong),鼓励以家庭农(nong)(nong)(nong)(nong)场(chang)为主(zhu)要成员组建(jian)(jian)农(nong)(nong)(nong)(nong)民合(he)作社(she)(she),支持农(nong)(nong)(nong)(nong)民合(he)作社(she)(she)联(lian)合(he)社(she)(she)发(fa)展。培(pei)育壮大(da)(da)农(nong)(nong)(nong)(nong)业专(zhuan)业化社(she)(she)会化服务组织,支持开展面向小农(nong)(nong)(nong)(nong)户和粮(liang)食(shi)等(deng)大(da)(da)宗农(nong)(nong)(nong)(nong)产品(pin)生产关键(jian)薄弱环节的统防统治、代(dai)耕(geng)代(dai)收等(deng)服务。建(jian)(jian)设(she)区域性农(nong)(nong)(nong)(nong)业全(quan)产业链综合(he)服务中(zhong)心。(农(nong)(nong)(nong)(nong)业农(nong)(nong)(nong)(nong)村部(bu)负责)

四(si)、丰富农村(cun)消费市场

(七)开(kai)发适合(he)农村(cun)(cun)市场的消(xiao)(xiao)费品。通过(guo)大(da)型商(shang)贸流通企业(ye)、电(dian)商(shang)平台(tai)(tai)大(da)数据(ju)分析,了解农民消(xiao)(xiao)费特征(zheng),支持消(xiao)(xiao)费领域(yu)平台(tai)(tai)企业(ye)挖(wa)掘市场潜力,增(zeng)加优质产品和服(fu)务(wu)供给(ji)。以农民需(xu)求为导向,鼓励(li)生产企业(ye)开(kai)发适合(he)农村(cun)(cun)市场的日用(yong)(yong)消(xiao)(xiao)费品、大(da)家电(dian)、家居、汽车等(deng)(deng),促(cu)进农村(cun)(cun)耐用(yong)(yong)消(xiao)(xiao)费品更新换代。完善农村(cun)(cun)道路、水(shui)(shui)、电(dian)(充电(dian)桩)、通信(xin)等(deng)(deng)基础设施,改(gai)善耐用(yong)(yong)消(xiao)(xiao)费品等(deng)(deng)使用(yong)(yong)环境。(工业(ye)和信(xin)息化部(bu)、交通运(yun)输部(bu)、水(shui)(shui)利部(bu)、发展改(gai)革委(wei)、商(shang)务(wu)部(bu)、能源局、各省级人民政府等(deng)(deng)负责)

(八(ba))优化农(nong)村生活服(fu)(fu)务(wu)(wu)供给(ji)。引导社会资(zi)本加大投入,加快(kuai)建立完善(shan)县乡村协调发展的生活服(fu)(fu)务(wu)(wu)网络(luo)。依托乡镇商贸中心(xin)、农(nong)村集(ji)贸市场(chang)等(deng)(deng)(deng)场(chang)所,提(ti)供餐饮、亲子、洗(xi)浴、健身(shen)等(deng)(deng)(deng)服(fu)(fu)务(wu)(wu)。利用村民猫先生官网 中心(xin)、夫妻店等(deng)(deng)(deng)场(chang)所,提(ti)供理发、维修(xiu)、废旧物资(zi)回收等(deng)(deng)(deng)便(bian)民服(fu)(fu)务(wu)(wu)。鼓励城(cheng)镇市场(chang)主体到(dao)乡村设点,直接向(xiang)农(nong)民提(ti)供服(fu)(fu)务(wu)(wu),缩小城(cheng)乡居民服(fu)(fu)务(wu)(wu)消费差距(ju)。(商务(wu)(wu)部、各省级人民政府(fu)等(deng)(deng)(deng)负责)

(九)提升县(xian)(xian)域文(wen)(wen)(wen)旅(lv)(lv)服务(wu)(wu)功能。鼓励文(wen)(wen)(wen)旅(lv)(lv)、民(min)(min)俗(su)等(deng)资源丰富(fu)的(de)乡(xiang)镇(zhen)(zhen)推动商旅(lv)(lv)文(wen)(wen)(wen)娱体等(deng)融(rong)合(he)发(fa)展(zhan)(zhan)(zhan),吸(xi)引(yin)城市居(ju)民(min)(min)下乡(xiang)消费(fei)。鼓励客栈(zhan)酒(jiu)店提供(gong)文(wen)(wen)(wen)旅(lv)(lv)服务(wu)(wu),配合(he)全(quan)国乡(xiang)村(cun)(cun)旅(lv)(lv)游(you)(you)重点村(cun)(cun)镇(zhen)(zhen)、全(quan)国优(you)选乡(xiang)村(cun)(cun)民(min)(min)宿名录和森林景区建(jian)设(she),发(fa)展(zhan)(zhan)(zhan)乡(xiang)村(cun)(cun)民(min)(min)宿、自驾(jia)车旅(lv)(lv)居(ju)车营(ying)地、木屋营(ying)地、帐(zhang)篷营(ying)地等(deng),完善生活服务(wu)(wu)配套设(she)施(shi),提升服务(wu)(wu)水平(ping)。合(he)理开发(fa)利(li)用农(nong)(nong)(nong)(nong)(nong)(nong)耕文(wen)(wen)(wen)化(hua)遗产,培育乡(xiang)村(cun)(cun)特(te)色文(wen)(wen)(wen)化(hua)产业(ye),建(jian)设(she)一批特(te)色文(wen)(wen)(wen)化(hua)产业(ye)村(cun)(cun)镇(zhen)(zhen)和文(wen)(wen)(wen)化(hua)产业(ye)群。推出(chu)一批休(xiu)闲(xian)农(nong)(nong)(nong)(nong)(nong)(nong)业(ye)和乡(xiang)村(cun)(cun)旅(lv)(lv)游(you)(you)精品路线(xian),打(da)造乡(xiang)村(cun)(cun)休(xiu)闲(xian)旅(lv)(lv)游(you)(you)聚集区,建(jian)设(she)美丽休(xiu)闲(xian)乡(xiang)村(cun)(cun)和全(quan)国休(xiu)闲(xian)农(nong)(nong)(nong)(nong)(nong)(nong)业(ye)重点县(xian)(xian)。创新举办(ban)特(te)色农(nong)(nong)(nong)(nong)(nong)(nong)事(shi)节(jie)庆猫先生官网 ,发(fa)展(zhan)(zhan)(zhan)会(hui)展(zhan)(zhan)(zhan)经(jing)济,促进特(te)色农(nong)(nong)(nong)(nong)(nong)(nong)产品销售(shou)。(文(wen)(wen)(wen)化(hua)和旅(lv)(lv)游(you)(you)部(bu)、农(nong)(nong)(nong)(nong)(nong)(nong)业(ye)农(nong)(nong)(nong)(nong)(nong)(nong)村(cun)(cun)部(bu)、乡(xiang)村(cun)(cun)振兴局、商务(wu)(wu)部(bu)等(deng)按职责(ze)分工负责(ze))

(十一)提(ti)(ti)高农(nong)产(chan)品(pin)商品(pin)化处(chu)理(li)能力。支(zhi)持产(chan)地建设改(gai)造(zao)具有产(chan)后(hou)(hou)商品(pin)化处(chu)理(li)功能的(de)集配(pei)中(zhong)心、产(chan)地仓等(deng),鼓(gu)励研发(fa)应用产(chan)后(hou)(hou)初加(jia)(jia)工(gong)、精深加(jia)(jia)工(gong)设施设备(bei)。支(zhi)持农(nong)民合作社、家庭农(nong)场、中(zhong)小微(wei)企(qi)业(ye)(ye)等(deng)发(fa)展(zhan)农(nong)产(chan)品(pin)产(chan)地初加(jia)(jia)工(gong),培育一批生产(chan)标准、技术(shu)集成、管理(li)科学(xue)的(de)农(nong)产(chan)品(pin)初加(jia)(jia)工(gong)企(qi)业(ye)(ye)。鼓(gu)励龙头(tou)企(qi)业(ye)(ye)和产(chan)业(ye)(ye)园(yuan)区开(kai)展(zhan)农(nong)产(chan)品(pin)精深加(jia)(jia)工(gong),拓展(zhan)延伸产(chan)业(ye)(ye)链,提(ti)(ti)升产(chan)品(pin)附加(jia)(jia)值。(农(nong)业(ye)(ye)农(nong)村部(bu)、乡村振(zhen)兴(xing)局(ju)、商务(wu)部(bu)等(deng)按职责分工(gong)负责)

(十(shi)二)加(jia)强农(nong)(nong)业(ye)(ye)(ye)品(pin)(pin)(pin)(pin)牌(pai)培育。建设(she)完善农(nong)(nong)业(ye)(ye)(ye)品(pin)(pin)(pin)(pin)牌(pai)标准体系,塑强一批精品(pin)(pin)(pin)(pin)区(qu)域公用品(pin)(pin)(pin)(pin)牌(pai),带动(dong)企业(ye)(ye)(ye)品(pin)(pin)(pin)(pin)牌(pai)和农(nong)(nong)产(chan)品(pin)(pin)(pin)(pin)品(pin)(pin)(pin)(pin)牌(pai)协同发展(zhan)。深入推(tui)进(jin)中国农(nong)(nong)业(ye)(ye)(ye)品(pin)(pin)(pin)(pin)牌(pai)目录(lu)制度,发布消费索(suo)引。挖掘品(pin)(pin)(pin)(pin)牌(pai)内涵,讲(jiang)好品(pin)(pin)(pin)(pin)牌(pai)故(gu)事,创(chuang)新品(pin)(pin)(pin)(pin)牌(pai)营销,支持流(liu)通企业(ye)(ye)(ye)、电商平台等开设(she)品(pin)(pin)(pin)(pin)牌(pai)农(nong)(nong)产(chan)品(pin)(pin)(pin)(pin)销售专区(qu),培育农(nong)(nong)产(chan)品(pin)(pin)(pin)(pin)网络品(pin)(pin)(pin)(pin)牌(pai),促进(jin)品(pin)(pin)(pin)(pin)牌(pai)农(nong)(nong)产(chan)品(pin)(pin)(pin)(pin)销售。(农(nong)(nong)业(ye)(ye)(ye)农(nong)(nong)村部、商务部等按职责分(fen)工(gong)负责)

六、完善农产品市场(chang)网络

(十三)加快(kuai)发展(zhan)产(chan)(chan)地(di)(di)市(shi)(shi)场(chang)体(ti)系。推(tui)进(jin)(jin)以国(guo)家级农(nong)产(chan)(chan)品(pin)产(chan)(chan)地(di)(di)专业市(shi)(shi)场(chang)和(he)田头(tou)市(shi)(shi)场(chang)为核心的产(chan)(chan)地(di)(di)市(shi)(shi)场(chang)建(jian)设,形成与(yu)农(nong)业生产(chan)(chan)布局相适应(ying)的产(chan)(chan)地(di)(di)流(liu)(liu)通体(ti)系。认定(ding)一批国(guo)家级农(nong)产(chan)(chan)品(pin)产(chan)(chan)地(di)(di)专业市(shi)(shi)场(chang),提(ti)升(sheng)价格形成、信息服务(wu)、物流(liu)(liu)集(ji)散、品(pin)牌培育、科技交流(liu)(liu)、会展(zhan)贸易(yi)等主要(yao)功能。加快(kuai)推(tui)进(jin)(jin)田头(tou)市(shi)(shi)场(chang)建(jian)设,促进(jin)(jin)小(xiao)农(nong)户与(yu)大市(shi)(shi)场(chang)的有效对(dui)接(jie)。(农(nong)业农(nong)村部、商(shang)务(wu)部等按职(zhi)责分(fen)工负责)
